Chinese Communist leader Mao Zedong crafted a strategy for war based on the political indoctrination of a population, leading them to a protracted conflict with an incumbent power using guerilla tactics and stretching thin enemy forces until a decisive battle would be fought with accumulated conventional weapons. China is encouraging Russia and Iran to pursue this course to weaken the United States in the Middle East, South China Sea, Korea, and Ukraine.
